Assign M365 Administrator Roles to Customer Operators
The following Administrative roles must be granted to the User Management Pack 365 SP Edition customer operator by either the Global admin or the Service account admin

Teams Communications Administrator |
These roles are required for the configured tokens to successfully complete the Background Replication processes to sync users, policies, setup Lifecycle management and assign numbers to users.
After completing the Onboarding, the Service Account or Global Admin roles can be limited to Skype for Business Admin and Teams Communication Administrator.

To assign administrator roles: |

1.
|
Sign-in to the customer tenant with Global Admin or Service account permissions. |
|
2.
|
Open the Azure Active Directory. |
|
3.
|
In the Users screen, choose the user who will have the role to grant consent in the organization. |
|
4.
|
In the Navigation pane, select Assigned Roles. |
|
5.
|
Click Add assignments. |
|
6.
|
Add role “Skype for Business Administrator”. |
|
7.
|
Add role “Teams communications administrator”. |
