Support for distributed Voca CIC services

Live Platform now supports the management of multiple Voca CIC devices within a single deployment. Previously, Voca CIC was installed and operated as an external application. This enhancement includes a new entity "Network Tenant" created for the purpose of this feature. The Network Tenant consists of a group of Voca CIC devices representing sub‑regions that can be associated with either a service provider or a channel. Multiple sub‑regions can be configured for the service provider or channel. When adding a Voca CIC service, you select the relevant customer and then at least one sub‑region.
