Device Does Not Get the .CFG Configuration File

Even though the Template in Live Platform Device Manager is updated with a .cfg configuration file, the device does not get it.

To troubleshoot the issue:
1. Check the <MAC>.cfg file. It holds the provisioned configuration.
2. If the configuration was not generated from Template ('Generate Configuration'), the setting will not be updated to the actual provisioned file.
3. Check that there is no override at a lower level CFG/Placeholders (Setup > Configuration > Service Provider Configuration / Customer Configuration / Profile Configuration).
4. Make sure the phone pulls the correct CFG/Template file.
